People confined to a wheelchair

    Do people who are disabled/confined to a wheelchair find it hard to ask for help? I work at Target and a lady in a wheelchair was struggling really hard to get her purse strap off her shoulder. I asked her if she needed help and she said yes, so I helped her. But I was wondering why she waited for me to offer help instead of just asking? when i need help I ask. Is it different for people with disabilities? Are they afraid to ask for help? If they need help why do they wait for you to ask first?
