As a government employee (state university) I think it’s because there is no motivation (other than regular (and in many cases, lower than private sector) paychecks for performance. For instance, if your government job is data entry, you don’t get more money for entering more data. If you work at the DMV, you don’t get more for processing more license applications, or doing it more pleasantly–all people who do the same job are paid the exact same amount, so there’s no point in doing the job better than the other guy. At universities like mine, most employees are protected by unions. This makes it very difficult to fire a poorly performing employee, after the initial probationary period is over. Also, government jobs pay less than private sector jobs. So, the private sector attracts ambitious people with the desire to perform well. The government gets what is left.

If you have ever tried to do anything related to the government in DC, you, too, would think that government employees were lazy, dumb and/or rude! I think that the former mayor of DC – Marion Barry had a lot to do with the utter chaos that is DC’s government today. As far as federal workers- I have worked with many, and had interactions with many – and I don’t think that there are any more lazy, dumb, and/or rude people in federal jobs than anywhere else.

I was a firefighter for 33 yrs for the city of Minneapolis. Most departments in city goverment have 2 or more people to do one persons job, because of hiring practices and unions. How many times have you seen a street crew digging a hole, one guy digging 2 leaning on shovels a fdriver of a sm truck all watched over by a foreman, all this for a 4×4 hole. To get these jobs one must take a test that has little or no relation to the job applied for, then you are hired and ‘trained’ by someone who is in same boat as you. There are writen rules for everything and to dismiss someone you have to have at least 3 infractions in writing, with the exception of criminal acts, with little or no incentive to excell you wonder why these people just show up for the check and dont smile and go out of there way for yo? the exceptions to all this is the police and fire depts, there they just cut our budgets and run us all short handed to respond to your needs at a seconds notice. Both depts have dead beats as all jobs do both civilian and goverment, but they are a very small percentage.

I have been a govt contractor and I agree that the environment causes many govt employees to become complacent (sp). The need for cutting edge process methods and techonology is not needed as there is no competitor for the government. Many of the folks I have worked with become incredibly slow learners and many do not have any advanced degrees or degrees period…and there is some truth that private sector hiring practices tend to be more selective than the govt. I get very frustrated with the lack of personal motivation that I see with govt workers…they feel no need to improve themselves….improve the system…or take the time to learn new skills. WHY ? Because upper management does not encourage it or dont have the skills themselves. If you’re looking for a middle of the road paying job with minimal training opportunities and mediocre expectations…work for the government.

Employees who are well-protected from firing tend to not work as hard as employees who must fear for their jobs. Generally government employees are well-protected from firing by unions & civil service rules, private industry employees are not protected (at-will employees) & can be fired at any moment for no reason at all.
