Is ‘black speech’ identifiable?

It seems to me that, in general, the speech of black people sounds different than that of white people *even* when the same words are being used, and that I can usually tell if a speaker is black even when I can’t see them (as in, listening to the tv with my back turned, and then checking). Does anyone else feel this is the case? And if so, any ideas as to why? (In my experience, this doesn’t seem to be class-related …) Thanks for any thoughts ….
