I remember hearing that it might have been associated with people trying to conceal weapons, but that sounds suspiciously like trying to work backwards from the image to the pre-conception. It did get associated with hip-hop, and like any other fashion trend (tight pants for rockers, Black for goths), it just kinda became the uniform

connieMemberBaggy pants actually came from people(all ethnicities)who were in jail who som etimes had prison pants that were too big. They were unable to have belts because of suicide risks. People (mostly black males) decided that it was cool once they got out of jail and people adapted that style.
