It seems to me that there are more incidents of direct hostility being acted out in my neighborhood by blacks than there were in the past. Am I wrong? Is this my imagination?

You are probably right. However, there are probably more acts of hostility by almost every other group of people also (e.g. white suburban, upper-middle-class teens).
