Sorry. that doesn't cut it as a justification. The fact is that too many disadvantaged blacks are more than happy to blame white folks for problems they brought on themselves. Despite the history, for anyone who wants to get ahead in this country they can if they make intelligent choices and work hard. Especially now. Poor people are poor because they consistently make poor decisions ... regardless of race.
