i think you had it dead on until the part about having to step on the lowest rung of the socio-economic ladder in order to ascend above it. certainly that’s partly true, especially 40 or fifty years ago, but more signifigant is the feeling on the part of the italians, the irish, the polish, etc. that they had to ascend the ladder without a civil rights bill, without wellfare, without help or recognition for their struggle, either from WASPs or blacks. blacks, in fact, are likely to view them simply as white and treat them with the same smart-ass, ‘kiss my black ass, you ofay motherf**ker’, sooner-rob-you-than-give-you-the-time-of-day treatment they’d give a WASP, who would be rightfully their common enemy. these immigrants see all the assistance and attention that blacks get in their struggle, see it whasted on a large portion of them who choose to remain ‘ghetto’ as a point of pride, and become jealous and resentfull.
