I can only speak about urban situations, not rural. One reason the inner-city is dirtier than the outskirts or the suburbs is because the density of residents is generally higher there. You generally have a lot of people hanging out on the streets during the day, and they leave behind litter that doesn’t get picked up regularly by municipal services. In addition, most poor don’t rent their homes, so they might not see property maintinance as their responsibility. On the other side of the token, slum lords don’t seem to care that much either.
