I have no personal experience here, but I remember reading in the paper how the police are wary of the long shirts because it’s impossible to tell whether there’s a weapon hidden under them. My guess is that the wearers have thought of that too, and are either hiding a weapon or just making the police and others jumpy for the fun of it.
